You want to change the font based on what exactly? I can't read cyrilic so no idea what you're doing from your screenshot

font color must change (on DATE column) when value of other column is 'Y'
So table is cross-table.

I assume you added that condition on the date column based on the value of the other column = 'Y' and it didn't work?
Or I'm just not getting what you are asking for

I added condition on date column. I want change color/font when other column is 'Y'. It's not working! Why?

Can you try to exchange the 2 columns? So put the Y/N above and the date below? (just to check your rules are fine)
Is the column with Y/N really useful on the screen or you just used to have a flag (Y or N) for the conditional formatting?

I think you are facing issue as described in below mentioned blog, but there is no reason mentioned for such a behavior:
Conditional formatting on OBIEE reports - Red Stack Tech
On the report Criteria tab for the columns not getting effected by conditional formatting, Edit the Column Properties-->Navigated to the Column Format tab-->Click on ‘Repeat’ radio button to change the selection from ‘Suppress’ to ‘Repeat’ Under ‘Value Suppression’
