Is it possible in OBIEE to use real data in tables - in conjunction with views using model - http://www.oracle.com/webfolder/technetwork/tutorials/obe/db/10g/r2/prod/bidw/sqlmodel/sqlmodel_otn.htm - with parameters passed in from OBIEE dashboard prompts - to create - excel type functionality?

Advisable, definitely not. OBIEE is a BI tool, not an interactive planning and modelling tool.
You might get it to work but it will not have the rich functionality you need and will probably not be so great for the users to interactive with.
If your need is small then better to look into Apex; https://apex.oracle.com/en/
If your need is greater then better to look into PBCS; https://www.oracle.com/uk/applications/performance-management/products/planning-budgeting-cloud.html ; or one of the other Hyperion / EPM products; https://www.oracle.com/uk/applications/performance-management/products.html ;where users will also be able to use excel with the Smart View add-in and model data in conjunction with business rules, standard excel functionality and purpose built web forms to achieve specific business ends.
There's a great tool that has excel-like functionality. It's called Excel.
If you want excel, use excel, you may want to look into smartview: Oracle Smart View for Office | Business Intelligence | Oracle
The users just want to be able run a report on Budget data and then put some simple "what if" type assumptions on top of that.

maybe - but we want to be able to store this centrally on the database - I was thinking to use write back with this.
Okay, on "simple" - it starts that way and then invariably another requirement comes your way, and another, and ... before you know where you are you are buried in user expectation with a tool which will not satisfy their requirements.
At best you will build a limited functionality Frankenstein monster which will be flakey and the users will hate.
Seriously, 'this is not the tool you want' - will be the best advice you hear today.
