Somebody in my network told systems without this patch failed but not the 12.2.1.3 with this patch applied. Have no experience with this patch myself though

My server variables also did NOT refresh as of today - They got stuck on June 14, 2018
I find it VERY co-incidental that multiple users across regions are experiencing the same issue right around the same time.

There are some patches which have just been released which contain a fix for this according to the bundle patch documentation.

Our variables did not refresh again this morning (8/6/2018). I will look into installing these patches.

Did this happen after applying the patch (https://support.oracle.com/rs?type=patch&id=27329720 ) that didn't have a 12.2.1.4 version as of 2 weeks ago?

No, we do not have the patch installed. Will ask our guys to look into it, I do not control this myself unfortunately
