What is the difference between Business Intelligence Standard Edition vs Business Intelligence Enterprise Edition?
where I will get the installation files for the Business Intelligence Standard Edition?

I have the impression "Standard Edition" isn't a thing anymore ...

It really comes with products which don't exist anymore (in an actively supported way), therefore I would assume the product doesn't exist anymore.
It was anyway just a 11g thing, never saw the same in 12c and with cloud now coming in various "shapes" it doesn't really apply anymore.
I would get in touch with your Oracle account manager to confirm that as it was more a "licensing thing" than a proper product. I guess that license came with Oracle Standard edition as DB, and that was also the only DB you were allowed to use as source for OBIEE (but can't remember at all any detail). Like often with Oracle the product has all the functionality, but you aren't allowed to use them without a license and if you do and get an audit .... you will pay it.

I agree with @Gianni Ceresa. Looking at the Oracle documentation, it references Oracle Database 10g, Oracle Discoverer, Oracle BI Beans which are all old technologies.

Agreed. That's such an old concept that they didn't even bother reviving it for 12c - which is already 4 years old now.
