question is what killed your presentation services component? Any clues in the log files?
i run this file but also obips1 is shutdown
So, as Joel started pointing out, you ask the wrong question. You don't want to know how to start OBIPS, you want to know why it doesn't start.
Do as Joel said: open the logs and find the reason there inside.

You can check the <domain_home>/servers/bi_server1:- bi_server1.log, bi_server1.out
<domain_home>/servers/obips1:- saw_log
i saw the logs files for bi_server1 and obips1 but didn't specify where's the problem

Could you at least post some details of the environment and context?
Exact version of OBIEE, OS version and details. Details about the environment and the history, where does it come from, what changed between last time it worked and now etc.

Where did you see that OBIEE 12c is supposed to work on a Windows 8 Pro ?
OBIEE is a server application, I never saw a single server run on Windows 8 Pro.
Look at the certification matrix (https://www.oracle.com/technetwork/middleware/ias/downloads/fusion-certification-100350.html ) and start with a supported OS. Otherwise no need to even look any further: the application isn't designed to work on that OS. This is what Oracle would tell you if you contact the support, and not much more that the community can don about that.
