obips1 in obiee 12c is down

i use windows 10 , OBIEE 12.2.1.0.0.
it is the first time to me to install OBIEE , and when i start the bi server after running weblogic its show that all components are running except obips1 as shown in the photo of my post.
i followed the setps to install OBIEE in this link https://businessintelligenceblogs.wordpress.com/2017/05/14/obiee-12c-installation-steps/
till the end and all is gone well , but instead of openning the window of OBIEE 12c GCI page , it show me error 500 -- internal server error.
i thought that this problem beacause one of bi services is shutdown (obips1) , as i read that it shoud all bi services are running to access OBIEE 12c GCI page.

Following a blog post is ok, but doesn't mean you can't have a look at the official documentation.
The first step ever is to look at system requirements, that's the same for any kind of app you try to install on your system. (Would you download MicrosoftExcelInstaller.exe on linux and ask on the Microsoft forum why you can't start the installer? I doubt it)
OBIEE is a server application, it requires a server OS.
If you want to use Windows, you need Windows Server 2012, 2012 R2 or 2016. The application isn't written to work on any other Windows, it maybe can, it maybe doesn't, but it's a lottery. If you take a certified system you know that the application MUST work on that OS, therefore if having an issue there must be a solution somewhere.
OBIEE version: 12.2.1.0.0 is the very first release of 12c ever. It's so old that it's out of support for a while. So at least start with 12.2.1.4.0 which is the current available and supported version.

Find a supported OS and start there.
The steps to install 12.2.1.0.0 or 12.2.1.4.0 are the same, but one is supported and recent, one is old and full of issues.

This is a virtualbox image, therefore you can run it on your Windows 10 as the OS inside the image is linux and everything is setup properly.
No idea what are your reasons for installing OBIEE 12c, but as you seem to be starting you maybe want to first play with the tool itself a bit and only later, if you want/need, look into install process etc.
