Apart from Saresh's two MOS docs. What do the log files say exactly?

I already checked all documents from oracle knowledge , it's not working for me. Strange part is when i'm starting services from start.cmd it is giving me this error but when i'm starting servers using command prompt argument and changing the default start order i'm not getting this error. I'm using following order for server start

    start.cmd -i AdminServer,obips1,obijh1,obiccs1,obisch1,obis1,bi_server1

by default i think bi_server1 get's started first , and it takes time to start. If i move this server at last then it still takes time but i didn't get logon error.

Can you help me with why default start order is not working and if i want how to change that order permanently ?

You didn't say you were doing an upgrade nor do I think you played with SSO yet and that's why I was asking: What do the log files say?

You have to find that out. Read the log files. Unfortunately I am not sitting in front of your system.
