When trying to use uploadrpd  command, the following error occurs:

uploadRpd Failed: Failure in trying to acquire lock. Check bi-lcm-logs or diagnostics. Error Desc Code: DESC_CODE_SERVER_EXCEPTION.

service.xml is not empty and checkbox for RPD Update No Allowable is UNCHECKED.  Also bounced the environment several times.

Any thing else we're missing?   We're on OBIEE 12.2.1.3.   thank you.
