What is the best way in OBIEE 12C to prevent or allow certain users to export certain analysis in a dashboard page? thanks

Put the analysis on the dashboard page multiple times with different buttons displayed and hide/show based on user rights like Application Roles or based on the user itself (not recommendable since you will lost the overview).

Exactly what Gianni posted. It's out-of-the-box standard functionality and it's always a good idea to use standard instead of custom.
