Installing Oracle BI Client only on single Windows 64 bit laptop

On the download page for BIEE I am instructed to install JDK, Webserver, Oracle BI 12C and Oracle BI Developer Client Tool.  To my mind this is the server installation package.  I only want the Client Tool.  Can someone clarify this for me?  I know this is pretty simple but.....I still need an answer.  Thank you.

    There is a client installation available on the website just under

    Oracle Business Intelligence Developer Client Tool (12.2.1.0.0)

    This gives you the OBIEE client tools that I think you're after.

    A Similar section exists under the 11g section if that's what you're after.

    I installed it and it seems to be working except for 1 thing:  The database opens up as read only.  This is a new problem.  I set up the odbc drivers with known good credentials so I am confused now.
