No ODBC system data source is defined for oracle BI server in OBIEE 12c

Question

OBIEE client tools installed on Windows 7 64 bit does not  create a working Oracle BI server  driver ?

It gives me various errors like

You might need Visual C++ 2010 x86 Redistributable package

I have created the registry entry  but it still throws the error  : the setup routines for 'oracle BI Server-Oracle_Home' ODBC driver could not be loaded due to system error code 193
