Can't login visual project after migrate from 11g to 12c

Hi all

After migrate from biee 11g to 12c, can 't  login visual project va, Get error ：Error. Could not sign you in. Please contact your administrator.

Does anyone know how to resolve this issue？

    I grant resource permission oracle.bi.tech.visualanalyzer.generalAccess to role BI Consumer Role

    and it works. User can login visual project now.
