OBIEE 12c - All toolbar icons are gray?

Are the icons on the OBIEE 12c toolbar supposed to have some color? All of mine are gray. They work just fine, but there's no color.

Basic toolbar is grey, with blue colour for hoverover, and coloured graph icons
