Display alerts in banner for important user notifications

Description

The possibility to display alerts in a banner when you want to send an important notification to all the users.

The alert will appear in every DV page, including editors (not only on the Home Page).

This functionality should be available only for DV Administrators.

Use Case and Business Need

Notify users about planned maintenance windows, outages and any change that may impact their projects.

The text of the alert could be an HTML file that is uploaded by an administrator
or the result of an analysis or DV or pixel perfect report

the alert should show up triggered by a schedule,
The schedule can be set using a scheduled Agent, or a condition like “row count for analysis x is greater than zero.

Also a feature like the old OBIEE alerts (triggered by a scheduled analysis) would be good.

I like this idea. This would be very helpful for Maritz as well.

To piggyback on this idea, it might even be helpful if after major updates (i.e. 5.5, 5.6, 5.7, etc...) if Oracle provided a link showing the updated version and links to the youtube videos showing the new features that users can take advantage of. Currently after these releases, we put together a communication to our user community highlighting these updates, but it would be nice if Oracle provided. Perhaps an Oracle link to new updates can be added to the hamburger menu with a 'what's new!' link.
