Analytics cloud offline HTTP redirect or info page

Description
OAC environments can be temporarily shutdown for various reasons (e.g cost savings, test environments up only at the end of a sprint etc).
It would useful to be able to easily configure a message or web page that gets displayed when user accesses the url and the environment is not up an running. This would allow easy communication of maintenance breaks, opening hours (e.g if environments are shutdown for night time) etc.

Currently the user would just see HTTP error when accessing a OAC instance that is not running. This can lead to confusion as the user does not know if this is intentional or not

it would be nice to be able to have:
* a customizable "Site is under Maintenance" page, where users land when there is a scheduled outage.
* a customizable "Error" Page, where users land when there is an unexpected outage.
* A customizable "FAQ" page, that users could reach.

It's use is fairly obvious. We designed a custom home page when we put the system in maintenance, mode, but:
- it need some logic DB side and a variable check when accessing OAC
- for this reason, it works only for BI (/analytics), but not if a user directly access DW (/dv/ui)
