OAC should give audit information about reports downloaded by end user

Description (Required):
Indian private Bank has a lot of audit requirements when we are allowing its users to access financial records in OAC. They want to see the number of users who are downloading too much financial data and find out suspicious behaviors, like a person just one day before his last working day downloading big PNL reports of the bank. Currently, we don't have a mechanism in usage tracking to track whether a person running the report is for download or just viewing.

This is valid for any such reporting needs. For example I have manufacturing customer asking for similar details. where they have CPQ data brought in OAC (via ADW) and looking for an audit report.. having details of users, when did they download data, what data they downloaded (product/sku or orders) and what mode (excel, PDF, etc).
