Prevent Generating a File when more than 2M Rows CSV

Description (Required):
When exporting a CSV with more than 2 million rows, a file will generate though it will download ~450K to 500K rows with the bottom row containing an error.
Use Case and Business Need (Required):
Prevents confusion and incomplete data when extracting data from CSVs.
Enhancement Request / Service Request:
Prevent generating the file in the first place with a dialog box explaining the reason.

This idea seems to have, rows counted before spooling data to CSV file. Need to verify diligently on the performance impacts. It is better to work through the correct error code on the exception handler.
