BI Publisher Template upload isn't working in 8.55

I am trying to upload a new .rtf file to a BI Publisher report.  I can browse, find the file and select it. When I click OK to upload the system just spins and eventually just stops with no error message.  This works just fine in 8.54 tools.  Anyone have this issue and/or more importantly know how to get around it?

What is your last update patch applied ?

1.  Log into BIP Enterprise.

2.  Select the 'View' menu in the toolbar of Internet Explorer.

3.  Scroll down to the 'Source' option.

4.  The entry for the version will look similar to the following:
