I know how to change language settings in DV desktop
run cmd -> go to folder where dvddesktop.exe is located -> run " dvddesktop.exe -language=eng"
But I do not know how to change language settings in DVCS(Data visualization cloud service)
Does anyone know how to do it?

Try accessing https://myaccount.cloud.oracle.com/mycloud/faces/dashboard.jspx and under preference option you shouldbe able to change language.
