How modify owner of a scheduled BI Publisher Report - owner is no longer an active employee? Will job still run or error?

You cannot change the owner of the job, you can just reschedule it.

what is the version of bip ? There are problems with 11g even though you delete the job from bip UI , but still entry not deleted from backened, so better pause the job with owner who created then recreate job with different name with required owner. Thanks
Will there be any impact if we change the user? We have scheduled the reports during implementation and now we want to change the user?
