Whcih "OAC" are you talking about? Oracle-managed? So the new OAC per se?
Or the old OAC-Classic as it is now called?

Ok I started writing about 50 different approaches, but let's do this:
1.) Official documentation: https://docs.oracle.com/en/cloud/paas/analytics-cloud/acabi/migrate-oracle-bi-enterprise-edition-11g.html
2.) I wouldn't suggest it or at least I wouldn't tell you "do that" and have you expect that things will just work.
You can't "upload your weblogic SAML SSO". The security landscape is totally different and you should rather first start to comprehend it. IDCS and its role for example.

Standard migration utility only takes care of RPD & web catalog & Application Roles.
How to migrate users & SAML SSO?

The newest OAC has enhanced options for the BAR file - now called snapshot as you can see in the screenshot 000 for moving between cloud instances and direct access to the migration utility for legacy 11g as you can see in screenshot 001.
However for all leftover legacy things that aren't INSIDE the webcat you will need to do things manually. BIP reports, data models etc are in the webcat for example.

Correct me if i am wrong, You are suggesting to upgrade OBIEE 11g to OBI 12c. Get Bar snapshot extract & upload it OAC.
