BI Admin Tool cannot connect with tnsnames

I'm trying to use the latest BI Developer Tools version (12.2.1.5.0). The Admin Tool can't connect to an on-prem Oracle DB with a tnsnames alias. I have to enter the entire connection string that's in tnsnames.ora. Is that normal? I used to be able to connect with the tnsnames alias in an older version (11.1.1.7).

I've confirmed that I can connect to the database using SQLPlus.

    Have you got a copy of the tnsnames.ora file in the right location for your 12c Admin Tool?

    No. I didn't. I just found out from another source that I need to copy tnsnames.ora or sqlnet.ora to <AdminTool_path>\<BI_DOMAIN>\config\fmwconfig\bienv\core. That fixed the problem.

    The doc you referred to says for 12.2.1.4 and higher to copy your tnsnames.ora file to [DOMAIN_HOME]/bidata/components/core/serviceinstances/ssi/oracledb. I have 12.2.5.1.0 and the bidata folder is empty.

    There are actually two different Oracle Docs on this - 2068474.1 (the one you referred to) and 2119009.1. Sure would be nice if Oracle got their documentation consistent and complete.
