- ideally the attribute 1 and 2 would repeat for all applicable rows, this would support further analysis of downloaded reports.

Have you used the Analysis Table View Properties "Row Styling/Repeat cell values" or the "Value Suppression > Repeat" Column Property?
These properties will have the data repeat in the Analysis table and the exported data will also included the repeated values.

This is actually possible for BI reports by setting a property.
