Is it possible to report on system notifications? We are looking for a report either out of OTBI or BI that will list all our system notifications, status, recipients, frequency, etc.

I don't think there is any subject area in OTBI or a DB Table which customer has access to it for BIP report.
You may want to create an Enhancement Request in Idea Labs.
