Grouping in rtf word template not working properly for few data columns

The issue is :
I am trying to update the custom report in arcs.
We are doing grouping in rtf word template. We are doing "group by policy" but few fields even having data is not reflecting in excel output. The excel output populates data in some rows but rest rows have blank cells.
How to fix this?

May be your grouping is wrong or data is not correct for your case.
