Filter out UI user input on OTM user action, such as Optimizing Driver Assignment, Bulk Plan, etc.

For out-of-box OTM user action, such as Optimizing Driver Assignment, Bulk Plan, etc, the field of Planning Parameter Set is a drop down list, if the user has many parameter set defined, it would take a while for the user to select the proper parameter set.

It would be a lot convenient if the content of dropdown list can be filtered out based on user role, just like saved query access control.
