Get the client tools from your OBIEE implementation ... then you have the right patch level.

It's physically on the server. Nothing prevents you from copying it from the server file system to a share.

And your user hasn't access to that part of the home there are chances you also don't have access to only editing of RPD, so the admin tool will not help you a lot...
If you just look to open the RPD offline what there is inside you can also open it with a newer admin tool. You will not be able to reuse it if you do changes as the RPD will be updated but you can perfectly look at whats inside.
a) Everything before 11.1.1.9 has been removed a long time ago.
b) That page only ever has the version of the AdminTool that matches the base version of the release for 11g and will NOT be fitting as soon as you start with bundle patches.
So basically: No. Definitely NOT that link.
Have your BI admin get them from there or has been pointed out - have a linux admin pull the files from the file system.

I got with the same problem few week ago, what i recommend its to use the oracle bi admin tool version for example of obiee 11.1.1.9.1 which is available in the links that the community give you and after it do a dowmngrade with the version that you need.
There is a utility in the admin tool which allow you to downgrade and that all.
Check the nqgenoldverrpd.exe utility

That'a a pretty bad idea, IMO. You're going to invariably end up with either (a) extra work and/or (b) versions of the RPD that are not compatible and/or (c) issues created by downgrading the RPD.
