you do not have permission to add users other than yourself as direct recipients in OBIEE 11g Agent

We put some reports in OBIEE scheduler. We created the agent.When we try to send the reports to more than one person, we got message that says "you do not have permission to add users other than yourself as direct recipients". Does anybody know what permission I should grant? Thanks.
