OTBI Report : Department level DFF issue

We have an OTBI report which pulls the employment level details and department level details of an employee. We would like to pull certain detail of the departments based on the effective start date of the department and assignment. Here is an example.

  1. Employee XXX is in department ZZZ right from hire till date. The DFF value for Department ZZZ till 01/01/2020 was YYY and from 01/02/2020 it is BBB. I would like to pull the historical details of this DFF for this employee as below

We know that this is achievable using BIP report. Is there an easy approach for this without trying to write an explicit logic ?
