HMC users can't access FDI (oac)

Hi,
My instances had been created in the wrong place, they are now in the same prod and test environment as HCM. I finally managed to have my HCM users synced with my FDI console which is good. I can see all of them but today, when I tried to give the oac url to one of the manager in HCM, he was not able to connect using his HCM credentials… and not even able to ask for a new password : he never got the email from Oracle.
The weird thing is that when I first used FDI, I used to create users manually…for these people created manually it's really simple to connect. They create their authentification method after getting the Oracle email indicating they have a new account created and can eventually access the console…
When I tried to request a password reset for my HCM manager today, I got the following message :
Could you help me please ? I need to make sure people in HCM can connect and have access to the console asap….

@Lauriane Massin Whitaker - This error message indicates that the user is not a native user but a federated user. Federated users are read only users in Identity domains and they can't be modified.
You need to configure FDI with the same identify provider as HCM to overcome this issue.
