I am upgrading from OAS to OAC. How can I set the preferred language of a user at logon time?

We have setup IAM on OCI for authentication, and I have a list of users and their preferred language available. Is it possible to set the user's language based on that list (be it as table in the underlying database) or setting it up in IAM? A (simple) test of giving a user in IAM a certain language did not work.

OAC default language is primarily driven by the browser:
In a general - data-driven - manner, you can set localization preferences via variables as well:

Is it possible to force the OAC default language to be automatically set to another value that the one coming from the browser.?
In our case, our users are using browsers that are not in the language of their primary language. For example the browser is setup in english but the user are french speaking. We would like to find a way to develop an automation that would override ALL users default language to their preferred language.

I understand how to change the language; but this is a manual action that each of our users will have to do when they log in for the first time.
I am looking for an automated way to default this language for our 30 000 users at once based on a parameter of the user (country, address, etc.)
