Within the database itself, is it possible to see how often a goal is updated? Does the database create a new row when a performance goal or goal measure is updated? (Is it always in correction mode and won't be update mode?)

Standard WHO columns are available in the Database tables for Goals but not sure it keeps all history like previous values, new values etc.
