That's, sadly, poor UI design…
How to fix it? Raise a SR reporting the bug: they need to take all their translation and test their windows with the longest labels. Now it looks like it has been developed with English in mind only.
Also, that fake popup can't be resized, therefore there is nothing you can do yourself to change it (well, technically you could change the piece of CSS defining the size of the popup, but it would be an unsupported thing, that will be lost at each patching, not sure it's worth the effort…).
Report the issue and wait for Oracle to fix it.

Did they tell you to create an idea for a visual bug? You aren't asking to add emoticons to those labels, you are asking to be able to read them.
It's a bug, that's what it is.
(upvoted, even if it definitely shouldn't be an idea but a bug they fix in the next bundle patch)

That's exactly my point: they say they replicated it, they clearly saw the text is truncated. This is the definition of a bug.
But they call it an improvement of the UI.
Well, you aren't asking for the UI to be improved, you are asking to be able to read all the text "they" are displaying in it.
I would agree, this should be treated as a defect, not an enhancement. The translated UI should render properly. I would suggest you request the SR to be reopened in My Oracle Support. I have alerted the appropriate folks to re-review the issue.
