It would be difficult to give you a definitive answer since "not run" is not detailed enough information for diagnosis, plus you have not identified which update you are running.

You can start by using the latest update, and checking the logs.

For what it is worth, my OAD January 2025 launches fine on my M3 MBP

EDIT: Updated to OAD March 2025 on M3 MBP with MacOS Sequoia 15.4.1 - launches and works, as expected.
