How to default Supplier Level DFF based on Supplier Inactive Date feild?

Summary:

Supplier level DFF is created and we have a requirement to default DFF based on Supplier Inactive Date field. If Supplier Inactive Date field is blank or is null then DFF value should be defaulted with One value and if Supplier Inactive Date field is not blank then User can give manually value in DFF.
