The roles for the Oracle folder by default give read access to the Consumer role:

It sounds like that is by design based on this discussion:
While it is beneficial to have some users have access to the Oracle folder, it is a challenge that it is currently locked and that all those with the Consumer role have access to this folder.
To allow admins to properly manage the access for their own organization and the local adaptation that is needed in each organization, I propose that this be changed and unlocked to allow permissions to be maintained.
