Allow non-editor users to add Notes to a report in OAC?

Is there any way to allow non-editor users or groups to add notes to a report, but not edit anything else?

In our use case, LOB managers would like to add notes to their reports, but analysts with edit privileges can't support that volume of data-entry.
We're on the May 2025 release.

    As of the May 2025 release of Oracle Analytics Cloud (OAC), there is no built-in way to allow non-editor users (Viewers or Consumers) to add notes or annotations to a report/dashboard without granting them edit access to the workbook.

    Current Behavior:
    • Notes (added via the “Add Note” feature in a workbook or visualization) are tied to edit privileges.
    • Users must have edit access to the workbook to add or manage notes, comments, or narrative content.
    • Viewers can only consume the content as-is (read-only) and cannot modify or append anything, including notes.
