Dashboard Parameters pass for first data action but not the second.

Is this normal behavior and if not how can I get the dashboard parameters that did pass to another workbook through a data action to another workbook through another data action?
Starting Point: Workbook with dashboard prompts where Fiscal Year and period are set via parameter values that are bind to a variable (see images below) and set the dashboard prompt for Fiscal Year and Fiscal Period.
I click on the Actuals cell for Operating Expenses which has a data action on it to take me to the next workbook.
Data Action 1: Although you cannot see the parameters passed due to the setup I have confirmed that all the correct values are being passed and you can see it because the number in the red box matches the number in the sreenshot above.
The next data action is on the AP Amount and Administrative & General cell. This is when I lose the fiscal year and period with the data action set up for this metric.
Data Action 2: Looking at the screen shot 1 below the data returns the October of 2023 and in screen shot 2 to you see July of 2025 with the grand total not matching the previous workbook where the data action was invoked.
I can't figure out why this is happening and how I can get the fiscal year and period to continue to pass down these drill throughs. Any help would be really appreciated.

Ensure fiscal year and period are on the row which you are clicking, even if they are hidden.
