How can a senior manager see information on people who have left the organisation?

We have come across an interesting problem; a difference between what a line manager can see versus what an HR Professional can see.
If an analytic (based on assignments) is run by a Line Manager to see information about people who have left in the preceding 6 months (or other previous period) the analytic returns little information. Whereas if an HR colleague with a professional Role runs the same analytic, filtered to the area covered by that manager, they can see everything correctly.
We think this may be due to the security applied in OTBI which is based on the Line Manager's current direct and indirect reports. The problem being that when someone leaves the organisation the assignment record is updated with the line manager information removed. This is logical because as they have left, there is no current line manager. However, we believe that this is why the security then stops the manager seeing information about someone who has left.
Has anyone else observed this? Does anyone have any insights as to how we can get around this issue with historical leaver information for line managers?

    • Unlike OTBI, BIP allows more flexible data access logic, where you can use custom SQL to include terminated employees regardless of current Line Manager. You can then embed the BIP report in the Fusion UI or send it via scheduled email.
