Add system role for DV Scheduler feature. Make it available for FDI

DV Scheduler Feature - Add system role — Oracle Analytics
We are not asking for DV Scheduler
We are asking for a System role, so that users can schedule without being service admins
Currently only service admins can schedule DV workbooks for delivery with the scheduler preview feature.
A Separate system role is needed if we want users to schedule workbooks without granting them the full ServiceAdmin role.
This role needs to be available in FDI.
Again, this is not a request for a scheduler feature. the feature is delivered.
What is NOT delivered is a separate duty role that allows users to schedule without being service admins.

This would be a significant improvement as we do not wish to provide Admin access to all of the users that would like to schedule reports, and we also do not wish for the business to be dependent on the few users that do have Admin access.

This enhancement would defiantly benefit our organization as our users will be able to schedule without requiring admin assistance.
