Who Columns not getting updated with the timestamp for table IBY_EXT_PARTY_PMT_MTHDS

For some of the records who columns are not getting updated with the timestamp in the table IBY_EXT_PARTY_PMT_MTHDS.
We are relying on these Who columns to verify the incremental data.
Can you please let us know the reason for these WHO columns not getting updated with the timestamp

    Your question is about data related to Fusion, and should be posted in the forum covering the Fusion products, their data and reporting on it: https://community.oracle.com/customerconnect

    It's a parallel but fully independent forum. You will see lot of categories in there, but for most Fusion products there is always a reporting or analytics category. That would be the right place to ask your question.

    This category covers Publisher as a technical solution, not Fusion data you can report on via Publisher.

    IBY_EXT_PARTY_PMT_MTHDS stores payment method applicability driven by the preferences of the external party.
