Semantic Model Deployment Fails for Specific User After Snapshot Restore

Issue Summary

After restoring a snapshot (BAR) into a new Oracle Analytics Cloud environment, the semantic model functions correctly and can be deployed successfully by one user. However, deployment consistently fails for another user, even though both users are working with the exact same semantic model and environment.

Environment

* Oracle Analytics Cloud
* Semantic model restored from snapshot (BAR)
* New target environment

Problem Description

* Snapshot restore completed successfully.
* The semantic model is visible and operational after restore.
* No modifications are made to the model after restore.
* User A is able to deploy the semantic model successfully.
* User B is unable to deploy the same semantic model.
* Both users are deploying the same model object in the same environment.
* Deployment job fails immediately and shows:* Model Size: 0 Bytes
* Status: Failed
* log: "No errors or warnings have been found"

* No additional error details are displayed in the UI.

Troubleshooting Performed

* Confirmed that the model was restored successfully from the snapshot.
* Confirmed that no model changes were made before deployment.
* Verified that another user can successfully deploy the exact same model.
* Verified that the issue is reproducible for the affected user.
* Both users have the exact same roles and permissions.

Re-importing the semantic model and creating a new one from scratch both failed to fix the problem.

Instead of snapshot restore, try exporting and importing semantic model and test as problematic user to see if same issue is seen.

The user has already performed the recommended checks:

* Cleared the browser cache and cookies, logged out of OAC, used an incognito/private browser session, and even rebooted the machine. The issue persists.
* The semantic model was restored successfully from the snapshot and is accessible. Another user is able to open and deploy the exact same semantic model successfully in the same environment.
* Both users have the same application roles and access. Since another user can successfully deploy the same model, this does not appear to be a general permission or role propagation issue.
* The user does not have access to deployment or service logs from the OAC environment and is therefore unable to review the backend diagnostics.

Additionally, the user captured the deployment API responses using the browser developer tools. The deployment request is accepted successfully (HTTP 200), but the background job (SEMANTIC_MODELER_DEPLOY_RPD) consistently returns:

* status: "failed"
* output: null

No additional error details are returned to the UI.

Since the same user can deploy successfully in the old environment, and another user can deploy the same model in both environments, it looks like the issue appears to be specific to the affected user's context in the migrated environment rather than the semantic model itself ?
