Is it possible to create BIP or OTBI Reports directly on Microsoft SharePoint ? so that those can be automatically picked up by some other Data Analysis Tool or some Data Warehousing Tool.

The requirement seems to have two possible interpretations.
If you mean creating OTBI or BI Publisher reports directly within Microsoft SharePoint, then No - OTBI/BIP reports are authored and managed within the Oracle Analytics/BI Publisher environment and its catalogue; SharePoint is not the report-authoring Platform.
If the requirement is instead to schedule an OTBI/BIP report and have the generated output automatically placed into SharePoint Online/365 so that another data/analytics tool can consume it, that is a different question.
Oracle's current documentation lists delivery mechanisms such as Email, FTP and Content Server, but don't see SharePoint Online listed as a native delivery destination. There are also Oracle Community enhancement requests specifically asking for direct OTBI/BIP publishing to SharePoint, which suggests that direct SharePoint delivery is not currently a standard capability.
A possible workaround is to have BIP generate a machine-readable output such as CSV/XML and deliver it to an intermediary location such as SFTP, followed by an integration/automation process that moves the file into SharePoint.
However, if the ultimate objective is to feed a data warehouse or analytics platform, it may be worth considering whether SharePoint should be used as the integration layer at all. Depending on the requirement, BICC, APIs, extracts or another supported Oracle data-integration mechanism may be more appropriate.
