[nQSError: 47051] The Oracle BI Server is specified as participating in a cluster, but global cache

Hi,
We are facing one issue where BI Server/OPMN is not reading GLOBAL_CACHE_STORAGE_PATH path which is on Server (not SAN or NAS).
It says that unable to read the location of mentioned in NQSConfig file.
Below is the error which is seen in the nqserver.log
BI Server participates in a cluster but errors were found in the cluster configuration file. [[
[nQSError: 47051] The Oracle BI Server is specified as participating in a cluster, but global cache file storage location, \\<FQDN>\e$\OBIEE\Cluster_Cache, is invalid.

So, we did the below checks:
a) We have 3 OBIEE servers (01 and 02 as BIServer1 Managed Server and BIServer2 Managed Server respectively), server 3 is for all RPD, Cache, etc. From all the 3 server we are able to open the location \\<FQDN>\e$\OBIEE\Cluster_Cache
b) Granted all the privilege to \\<FQDN>\e$\OBIEE\ folder with everyone and configured service account but still the issue is same.
c) Location \\<FQDN>\e$\OBIEE\Cluster_Cache is located in 03 & it is like E: Drive, not associated with any NAS or SAN.
d) Even when we start the BI Server Managed Server it is not reading the those locations which is mapped to 03 server hence it is going in ADMIN mode.
e) Hosts file entries also mentioned with IP Address and FQDN
f) Even we tried with creating a new Cluster_Cache folder in the same location but the issue is same.
g) No potential issue with Database also, connectivity looks fine, able to test the connection via Admin Console --> DataSources.
Any pointer on this issue will be appreciated.

Thanks, forgot to mentioned we are in OBIEE 11.1.1.7 version, 3 servers are Windows 2008 R2.
And all these started after deploying the latest RPD, however we took the last working RPD from the backup and deployed but still issue is the same.
