A few things to look at. 1) ensure Indexing is enabled when setting up using the inspect dialog 2)check system level services is active. Go to Console-Search Index-Monitor Crawls-Configure Crawls 3) check permissions

See above where it is mentioned to upload it as a new doc and not updating an existing one and Clear the Cache to avoid any possible conflicts. Also have a look at Try opening and editing the RTF on the same machine that was originally used to create it.
