Did you check the Levels set in the fact table? is it set at detail level for the parent-child hierarchy?

Don't believe you can control the spinner behaviour unfortunately. By default it will jump to the next integer in case of doubles.

If you are talking about Administration-> Reload Files and Metadata this should be a centralised operation, so no matter in what machine you execute it should work. I would suggest to logout/login again with a certain user to see latest changes in security
