I assume you installed with elevated administrator privileges. I would check the log files in the diagnostic dump zip file to see there are any obvious errors or failures.

From the post, it "sounds" like you may be trying to use 'Act As', but it is not really clear (at least to me). Probably best you log a service request, so there can be a thorough understanding of your architecture topology, permissions, configuration, log review, etc.
