When trying to stop local extract, we encountered the foll.:Recovery is not complete.  This normal stop will wait and checkpoint recovery's work when recovery has finished. To force Extract to stop now, use the SEND EXTRACT DEXT1, FORCESTOP command. 

Eventually the error went away.

Today again, when trying to stop datapump extract, we encountered this very same error. 

What does this error mean and how to resolve?
