How Can A Single Requisition Line Be Returned Rather Than Whole Requisition

I have this document referenced 1468883.1 that the patch set would provide the ability to return a single line on a requisition rather the whole requisition. Now as I look in that document, I cannot drill down and find the enhancement. Has anyone else been waiting for this enhancement? I see a doc1418384.1  from 11.5.10.2 version with very little activity. Does someone know if this is available in 12.1.3 or greater?
