XML Bursting Email report in Oracle ebs 12.1.3 erroring on 3rd burst?

Bursting a custom report in Oracle ebusiness suite R12.1.3 to an email address and encountering an odd issue where on the third burst of the output, there is an exception error that it cannot find the host and other email information laid out in the bursting control file.  The first two burst email successfully with no issue.  In this particular case we are in a development environment and emailing the same test email address.

Bursting concurrent program output and log attached.

Exception error:

[082517_080135272][oracle.apps.xdo.batch.DeliveryHelper][EXCEPTION] oracle.apps.xdo.delivery.MissingRequiredPropertyException: Required property missing. Property name :[HOST]
